The message seems to only appear the first time a user visits the page, and did not see the message, having visited the page prior to the warning's implementation.

PC Gamer notes that the game's Steam store page now shows a message from the developer describing the type of sexually explicit content contained beyond the warning before users can navigate to the page itself. Under this, explicit games will ideally be permitted without censorship (as Negligee has been), though Valve continues to draw the line in its policy at outright pornography. After retracting the warning, Valve responded by specifying that its content policy is intended to allow anything that isn't "illegal or trolling," a definition that was clarified further with the addition of the filter last week. Valve's filter is the company's answer to a months-long back-and-forth with developers of games that included sexually explicit content, which began when several of those developers received sudden warnings to censor such content from their games on the platform or have those games taken down.
The idea of the filter is to allow uncensored versions of games like those made by Dharker Studios to be approved, while also giving users who want to avoid such content the ability to block it from their version of the storefront.
Negligee: Love Stories was one of several games affected by the temporary freeze on new adult game releases or updates being approved by Valve while the company sorted out its newly-implemented "Adults Only" filter, which launched last week. Pictures of naked adults having consensual sex not involving violence? Can't see the problem provided the viewer is over the age of about 13. Pictures of naked adults? Can't see the problem. At the very least, if such things are depicted, it should be in a socially responsible context. Personally if I wanted to draw a line - and I'm not that clear on where I stand on this myself - it would be in the explicit depiction of rape, bestiality, child abuse or incest, going back to the original idea of the depiction of illicit sex. You can argue that because performers in pornographic videos get paid, they are engaged in something which falls under the heading of prostitution - paid for sex. Nowadays the usage of the word gets extended to depictions of simulated or licit sex. It's clear, though, that depictions of illicit or socially disapproved of sex were included. writings or drawings about prostitutes, though this extends to some other forms of illicit sex. The derivation of the word (no, I'm not a prescriptivist) is from porneia + graphein, i.e. It's 2018 and increasingly difficult to understand what is meant by "pornography".
